Licensing service changes

We have made temporary changes to our licensing services due to the coronavirus - get more details.

Chaperones

Children who take part in performances, modelling or paid sport must be supervised by an approved and licensed chaperone or their own parent.

A chaperone may be responsible for up to 12 children or young people, depending on their ages and gender. They will be responsible for:

  • the supervision, care and protection of children and young people taking part in performances, modelling or paid sport
  • ensuring the conditions of a child’s performance licence are met

Who can be a chaperone?

Any adult can apply to be approved and licensed as a chaperone subject to completed application forms and satisfactory checks and references. Applicants will need to apply for an Enhanced Disclosure and Barring Service (DBS) Certificate.

Read the Government's guidance on DBS checks and applications at GOV.UK.

Since January 2017, there is now an administration fee of £16 charged by Leicester City Council for processing a chaperone licence (irrespective of whether a licence is issued). If a DBS certificate is required there will be an additional charge of £44 unless the applicant is a volunteer. (A volunteer constitutes a person who is chaperoning for an organisation in an unpaid capacity).

How do I apply?

Please use the quick link at the top of this page to submit an application.

A chaperone application will be approved following receipt of a completed application pack and subject to satisfactory checks and 2 references one of which should independent of the organisation you intend to chaperone for. The following are also required;

  • Enhanced Disclosure and Barring Service (DBS) application form
  • Four passport sized photos

Please note that it can take up to three months to process a chaperone licence application and will require up to three appointments with an Education Welfare Officer. Only Leicester city residents should apply via this website.
