We issue licences for hackney carriages, private hire vehicles, drivers and private hire operators, and carry out inspections to ensure that standards are maintained. Licences for drivers, vehicles and operators must all be issued by the same licensing authority.
Coronavirus (COVID-19) - information for new driver applicants
All new applicants are required to pass a topographical knowledge test as part of the application process.
With immediate effect due to COVID-19, all knowledge tests are being cancelled.
Any cancelled tests will be rescheduled once we resume normal service dependent on the advice and guidance from the government and Public Health England.
Anyone submitting a new application will be placed on a waiting list and will be to be contacted to book an appointment once we have new dates in place.
We will be reviewing this decision periodically and this page will updated accordingly.
We issue a single licence for drivers, which allows them to drive either a hackney carriage or a private hire vehicle.
We have a duty to ensure that licences to drive hackney carriages and private hire vehicles are only granted to applicants who are ‘fit and proper’.
In order to establish whether applicant is a 'fit and proper person' to be a licensed driver we require:
- an enhanced criminal record check (formerly CRB, now DBS - Disclosure and Barring Service)
- a medical examination
- a topographical knowledge test of the city of Leicester
- a practical driving test specifically aimed at taxi driving. Please see details below.
- a spoken English assessment
- the applicant must have held a full British or EU driver's licence for at least 12 months.
- a check all applicants’ immigration status. Details of acceptable documents are available on the Home Office website.
Disclosure and Barring Service (DBS)
Applicants must also complete an application form for a criminal record check via the DBS. When applying for a new taxi driver’s licence you will be sent a temporary link to the online DBS service that will expire after 14 days. Once you have submitted your DBS application, you will need to bring documents to prove your identity to the Customer Service Centre for verification. The DBS code of practice and guidance on documents to accompany your application are available on the DBS website.
DBS checks are repeated every three years, and existing licence holders will be sent a form in advance, or can complete a form at their licensing appointment.
We now have three companies to provide the practical driving assessment. You can take the assessment with any one of them, as they are all working to the same standards. You need to make arrangements for your assessment directly with the company that you choose, including payment of a fee at the time of booking.

Once licensed, all drivers are required to complete an awareness course on child sexual exploitation within three months of their licence being granted. This applies to existing drivers from their renewal date between November 2015 and October 2016 inclusive. It applies to all new drivers from November 2015 onward.
The cost of this will be met by Leicester City Council for existing drivers but new applicants will be charged an additional £20 when they first apply for a taxi driver’s licence.
Annual renewals for diabetic drivers
This report needs to be filled in by the driver’s registered GP for their renewal application. It needs to be printed, fully completed, stamped by the GP & returned to:

Taxi Penalty Points Scheme
Hackney Cabs and Private Hire Vehicles are an important part of Leicester's public transport system. Taxi drivers play an important role in the city's economy providing a safe and secure means of transport for local residents, workers and visitors to Leicester.
The Driver Penalty Points Scheme is an element in maintaining and improving service standards.
The scheme seeks to provide a consistent approach to dealing with unacceptable conduct such as failures to abide by the Council’s Code of Conduct, the licence conditions or minor offences where revocation, suspension, prosecution may be disproportionate.

Wheelchair accessible vehicles
All of the vehicles that we license as hackney carriages are wheelchair accessible, and some of our licensed private hire vehicles are wheelchair accessible. Details can be found on two separate lists available at the bottom of this page:

The driver of a vehicle on the published list has certain legal duties under the Equality Act 2010. These are:
(a) to carry the passenger while in the wheelchair;
(b) not to make any additional charge for doing so;
(c) if the passenger chooses to sit in a passenger seat, to carry the wheelchair;
(d) to take such steps as are necessary to ensure that the passenger is carried in safety and reasonable comfort;
(e) to give the passenger such mobility assistance as is reasonably required.
However, any named driver may apply for a medical exemption if there is a genuine medical reason that prevents them from assisting wheelchair passengers. Drivers must make a formal application to the Licensing section for an exemption, which will need to be verified by a medical practitioner.
