We hope you find the Leicester City Council website easy to use. To help ensure this, we are committed to making our information and services accessible to all our users.

This statement applies only to https://www.leicester.gov.uk/.

The council manages additional websites and digital applications with their individual accessibility statements, such as:

leicester.gov.uk is run by Leicester City Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We know some parts of this website are not fully accessible:

  • the venue maps are not fully accessible
  • the galleries are not fully accessible

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances listed below.

Non-compliance with the accessibility regulations

The maps used on our venue pages are only partially compliant because they:

  • contain links only identified by colour. This doesn’t meet WCAG 2.1 Success Criterion 1.4.1 (Use of Colour).
  • have elements which are not highlighted on focus. This doesn't meet WCAG 2.1 Success Criterion 2.4.7 (Visible Focus).
  • have insufficient colour contrast on some elements. This doesn't meet WCAG 2.1 Success Criterion 1.4.3 (Contrast (Minimum)).

Content that’s not within the scope of the accessibility regulations

PDFs and other documents

Many of our older PDFs and Word documents do not meet accessibility standards. For example, some are not structured so they are accessible to a screen reader.

Some of our PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on how users can access our services, and forms published as Word documents. We have several on-going projects to fix or replace these documents.

The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they are not essential to providing our services.

Any new PDFs or Word documents we publish will meet accessibility standards unless otherwise stated.

What we’re doing to improve accessibility

We will be working to make improvements to this website soon.

The planned fixes are detailed below.


Galleries

The galleries function is being rebuilt in order to address the issue of links without text alternatives and the issue of duplicate ID's.  Fixes are being developed and tested.  It is not expected that these fixes will be in place until September 2022.

Maps

The mapping functionality on our venue pages is being replaced.  At present this is at an early stage of the project and it is not expected that this will be in place before 2023.

PDF's

Replacing older PDFs with HTML content where possible.  This is an ongoing project with no fixed endpoint due to the volume of PDF's however we are committed to following the GDS example of creating a paperless digital experience.

Preparation of this accessibility statement

This statement was first prepared on 8th August 2019.  It was reviewed and last updated on 25th May 2022.

Leicester City Council uses an automated monitoring system that crawls the website every 5 days for accessibility issues.  The Webteam at Leicester City Council also carries out frequent internal tests including manual testing as well as acting upon user feedback when it is received.
