The Community infrastructure levy (CIL) is a levy that local authorities can choose to charge on new development in their area.

We are currently considering our options on the CIL. CIL cannot be charged until a schedule of rates is adopted, and should we proceed towards adoption, there would be reasonable notice given, (a few months) of our intention to adopt. There is currently not a definitive date on proceeding towards adoption of a CIL.
Community Infrastructure Levy submission

Following two rounds of consultation, we submitted the CIL draft charging schedule for independent examination on Friday 8 May 2015.
The independent examiner, Mr William Fieldshouse BA (HONS) MA MRTPI, was appointed on 11 May 2015.

Two examination hearing sessions took place on Wednesday 19 August 2015. Relevant documents, including the examiner's issues, questions and guidance note (see 'Attachments' section at the bottom of this page) and request for additional information (see 'Examination notes'), and responses from us and representors, can be found in the 'Examination library' below (documents EX3, EX4, EX5 and EX6 respectively). The afternoon hearing session adjourned at 3pm to allow us to produce a further revised appraisal of student accommodation development in liaison with representors - University of Leicester and CODE respectively.
The result of our further appraisal work relating to student accommodation developments are set out in a note dated 2 October 2015. This and related documents are included in the 'Examination library' below (ref EX5.5, EX5.6 and EX6.6 respectively). These were sent to representors for comment by Friday 23 October, and the responses are also included in the library (ref EX7.2, EX6.7, EX6.8 and EX6.9 respectively).
The examiner, having considered these latest documents about the proposed charging rate for student accommodation developments, decided that it was necessary to hold a further hearing session. The document 'CIL Leicester student MIQs October 2015 attached below includes a list of issues and questions; along with representors we were asked to respond to these in advance as appropriate (ref EX5.7 and EX6.10) in the 'Examination library.' The further hearing session relating to student accommodation development took place on Friday 6 November 2015.
The examiner is now satisfied they have all the information they need to complete their report. It is expected that this will be sent to us for a fact check by Friday 4 December 2015.
