Traffic Regulation Orders

We implement Traffic Regulation Orders (TROs) to change parking restrictions and moving traffic restrictions on roads within the city.

TROs currently in operation

Putney Road TRO

Amendment to the 2006 consolidation order to amend waiting, loading, and manoeuvre restrictions on roads affected by the Putney Road improvements.

Aylestone Road, Commercial Square, Freemens Common Road, Putney Road, Putney Road West, Saffron Lane.

The Leicester (consolidation) traffic regulation (Aylestone Road, Commercial Square, Freemens Common Road, Putney Road, Putney Road West, Saffron Lane) (Amendment) Order (no. 295) 2020

Leicester City Council (“the Council”) in exercise of their powers under Section 1 and 2 of the Road
Traffic Regulation Act 1984 (“The Act”) and of Part IV of Schedule 9 to the Act and of all other
enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of
Schedule 9 of the Act hereby make the following Order:-

1. This Order may be cited as The Leicester (Consolidation) Traffic Regulation (Aylestone Road,
Commercial Square, Freemens Common Road, Putney Road, Putney Road West, Saffron
Lane) (Amendment) Order (No. 295) 2020 and shall be included amongst the Orders which
may be cited as The Leicester (Consolidation) Traffic Regulation Order 2006 and shall come
into force on the xx Month 2020

2. (i) The expression “the Principal Order” means “the Leicester
(Consolidation) Traffic Regulation Order 2006”
(ii) Any document referring to the Principal Order shall be construed as referring to the
Principal Order as amended by this Order.

3. The Principal Order shall be amended as follows:
(i) In Schedule 1 to the Principal Order revoke the existing schedules relating to
Aylestone Road, Commercial Square, Freemens Common Road, Putney Road,
Putney Road West, Saffron Lane
(ii) In Schedule 1 to the Principal Order insert Schedule 1 to this Order in the appropriate
alphabetical order

The Leicester (consolidation) Traffic Regulation Order 2006 (Aylestone Road, Commercial Square, Freemens Common Road, Putney Road, Putney Road West, Saffron Lane) (Amendment) order (No. 295) 2020

Notice is hereby given that Leicester City Council ("the Council") proposes to make an Order under Sections 1 and 2 of the Road Traffic Regulation Act 1984 ("the Act"), and of all other enabling powers, and being satisfied that, for the reasons specified in Section 3(2)(a), (b), and (d) of the Act, it is requisite that Subsection (1) of Section 3 of the Act should not apply to this Order, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act.

The effect of this Order will be to amend waiting, loading and manoeuvre restrictions already in force on the streets listed below by way of amendment to the Leicester (Consolidation) Traffic Regulation Order 2006, together with the changes and additions as set out below: -

AYLESTONE ROAD

1. Introduce a prohibited U turn at its junction with Saffron Lane
a. from the south bound carriageway to the north bound carriageway; and
b. from the north bound carriageway to the south bound carriageway.

The Leicester (Consolidation) Traffic Regulation Order 2006 (Aylestone Road, Commercial Square, Freemens Common Road, Putney Road, Putney Road West, Saffron Lane) (Amendment) Order (No. 295) 2020

The Council is undertaking work to connect Putney Road West onto the junction of Aylestone Road and Saffron Lane. Putney Road, Commercial Square, and Putney Road West will now form a twoway orbital route between Welford Road (A5199) and Aylestone Road (A426).

Due to the changed nature of the roads, it is therefore proposed that a Traffic Regulation Order should be implemented on the following grounds:

a) For facilitating the passage on the road or any other road of any class of traffic (including
pedestrians);


Welford Road/Putney Road

We have made the following order:

Consolidation Order 2006, amendment, Welford Road to Putney Road - no right turn.

Belgrave Drive

On 16 January 2019, the Director of Planning, Development and Transportation approved a report authorising the introduction of no waiting at any time parking restrictions on Belvoir Drive at its junction with Aylestone Road under The Leicester (Belvoir Drive) (Experimental) Traffic Order 2019, which came into operation on 28 February 2019.

This experimental order has been in operation for more than 12 months and we have not received any objections to making this order permanent.

We have now decided to make these restrictions permanent with effect from Monday 6 July 2020.
